CAN they do it? When President Bush announced a plan early this year to send Americans back to the moon - and beyond, to Mars - skeptics wondered whether NASA, with its decades of tread-water budgets and institutional inertia, was up to the job. Equally important, though, is a companion question: Is the aerospace industry up to the job?

If it were not for this then the case for Boeing and Lockheed to have built a fully working man rated vehicle in less than 2 years all on there own would have happened. They can fly it aboard there own modified rockets for both general transportation to the ISS and beyound. This is and would be a doable thing for either company. Provided there were funds made available for by doing so outside of the normal NASA contracts. Since there is no money to be made for profit by any long or short term gain this then will mean only NASA directed contracts will exist for a very long time to come with no privitization of space to be made unless you hitch a ride with the Russians.
