Just two days after reorganizing their space agency to refocus it, Russian President Putin replaced its head, Yuri Koptev, after a dozen years of service. Koptev oversaw the creation of the space agency following the demise of the Soviet Union.
The new administrator for Russia's space program, Colonel-General Anatoly Perminov, previously the head of the military's space program.

This is probably due to earlier comment about Presidents SEI. He had indicated that he was not in favor of it and that he was not in support of it. That Russia would go it by them selves if need be.
